Two of the new cases had a 'high likelihood of transmission in NSW', the health minister told reporters.

One of the cases was the sister of a man who had returned from Iran with the disease, while the second locally-acquired case was a 53-year-old male doctor who hadn't traveled for many months.

The three patients are recovering in Sydney's Westmead Hospital.

NSW Chief Health Officer Kerry Chant said all emergency departments must prepare themselves for a potential coronavirus pandemic.

'We are open to exploring many different models to ensure that we have improved access for people through respiratory clinics, to relieve some of the burden on our emergency partners who we know will be quite stressed,' she said, as reported by the ABC.

Ms Chant said the safety of front line health care workers is a priority.

'We must keep our health care workers protected, they are at the front line and the nature of their exposure to clients and patents in giving care is much closer and prolonged so they are a priority for us to protect,' she said.

NSW Health are also urging passengers on Qatar Airways Flight QR908 from Doha to Sydney on February 23 to check themselves after a woman in 50s who was on the flight was confirmed to have the disease.

Australia has also confirmed its first community infection, which is where the disease was passed from an infected person to a new patient from inside the country.
