I am a PVP scrub so I talk in terms of PVE: why is rampage such a big deal? what am I missing? It seems to proc only when I mowing down super weak adds that I would have no issues killing anyway so the higher damage doesn seem to make a difference. Rampage does not proc when I facing anything even minutely challenging because one clip is not enough to kill the enemy. So with that in mind, isn something like High Impact Reserves a better perk? since it procs against even challenging enemies? I not saying you wrong btw, just trying to make sense of it all as a noob : ).
