Whether the product is free or expensive, quality does matter. Numerous OER initiatives started in the last few years depended on one-time start-up financing. Although some projects have a strong institutional support, it is most likely that the preliminary funding will cease after a few years and keeping the open educational resources will be difficult and costly.
